COMMON COMMUNIQUE ON IRAQ OF THE GREEN PARTIES OF AUSTRIA, BELGIUM, FRANCE, GERMANY, ITALY, LUXEMBOURG AND THE NETHERLANDS

12 September 2002

The signatories of the present communiqué are opposed to the declared intention of the United States administration to wage war on Iraq, and support those voices raised in the US against such an intervention.

In their opinion, the UN Security Council should instead convene, and insist on a resumption of the inspections in Iraq on the basis of resolution 1284 (1999). Iraq must be guaranteed that the information obtained will not be used for unintended purposes.

In the course of fulfilling resolution 1284 a further effective easing or lifting of the sanctions that adversely affect the Iraqi civilian population must be considered.

They are of the view that democracy in Iraq cannot be promoted at the cost of peace in the region. Instead the European Union must promote democracy in Iraq first and foremost by fostering the development of a local civil society. They reaffirm that the top priority in the region must be progress in the Middle East peace process, which will undoubtedly have a positive impact on the situation of the region as a whole.

They pledge to defend these views in parliament, as well as within those governments in which they participate.
